The Failure of the 28-Point Peace Proposal for Ukraine: Why Diplomatic Efforts Continue to Falter

Europe felt a moment of respite on Monday, as the tension sparked by the announcement of a new comprehensive peace framework for resolving the conflict appeared – temporarily – to have been contained. A Washington representative spoke of "notable headway" after Ukraine-US talks in Geneva. On Monday night, Russian leadership made its retaliation: an extensive attack of aerial bombardment on Kyiv.

The Pattern of Peace Talks and Military Action

The succession of conflicting incidents captured the grim essence of the current period. By day, diplomatic battles are fought: hopeful statements are released from different nations. Considerable effort is allocated on managing specific proposals. By night, Moscow brutally reminds the world that, for them, military action persists as the primary tool for achieving "settlement".

Nocturnal Warfare

As the offensive unfolded into the early hours of Tuesday, the present situation of Ukraine's defenselessness was laid bare. Ukraine is capable of detecting missile launches from Russian territory, a ability provided through timely intelligence. From observation points, defense planes that had been dispatched to counter approaching guided weapons streaked across the sky – sophisticated military planes supplied to Ukraine by NATO members.

Shortly after, Kyiv's anti-aircraft weapons activated: several firings deployed against a Russian ballistic missile. This was a modern interception technology at work, presumably supplied through Western nations. Every launch shakes the surroundings, shaking the windows. The instant of fear quickly transforms into sober acceptance: maybe the incoming missile won't hit its mark this time, sparing the city from ruin and further power outages.

Persistent Threats

Soon after, a automatic firearm engaged a unmanned aircraft somewhere nearby, part of a mobile-fire group – probably allied-provided weaponry. Unfortunately, the bullets missed the hostile drone – it continued its flight toward its objective.

Intermittently, this carried on until dawn. Kyiv greeted the daybreak reports: several casualties, devastation and heating outages in numerous residences as a result of the night's assault. As always, everyone still continued their routines – living the war. But those full day illustrated Ukraine's critical military reliance on external assistance – a dependence that European nations are evidently unprepared to substitute in the short term.

Unsuccessful Negotiations

The 28-point plan from Washington generated strong feelings, controversy and profound anxiety – and momentarily shifted focus from Ukraine's most significant graft case in years. Yet, we have experienced comparable situations, after previous diplomatic encounters and bilateral conferences.

Every new proposal from Washington adheres to the consistent cycle: a political offensive against Ukraine, which Kyiv, with partner nations, manages to fend off. They stabilise the situation but never actually win the battle. This cycle will, certainly, continue.

Political Considerations

It is convenient to criticize particular leaders of consistently pushing Russian terms. But that does not seem to be the whole story. US administration operates on a premise understood by international relations experts: you cannot achieve through diplomacy what you have failed to defend militarily. The US administration presumes that it is impossible to compel Moscow to relinquish the territory that it presently holds in Ukraine's south or east.

The issue is that while acknowledging this situation, US leadership does little to deter Moscow, through words or deeds, from assuming that the status quo will not evolve additionally in its favour in the near future.

Conflicting Perspectives

Therefore, Moscow is confident that the clock favors them – that Ukraine and its allies are coming close to fatigue. Their incentive to sign a deal that does not give them the largest achievable advantage is close to zero. There may be numerous efforts to stop fighting, but they will persist as long as Russia's government remains completely certain in the conclusion.

On the contrary, Ukraine's government believes that Ukraine can still endure, progressively conceding people and territory but avoiding a complete military breakdown until situations evolve in its advantage.

Current Realities

Objectively, there are no real preconditions for a ceasefire. Now, personal considerations are entering the equation: political desires to broker a ceasefire and obtain worldwide acknowledgment, and Kyiv's dual difficulties – on one hand, not to alienate a key ally, and on the other, to mobilize citizens around the country's interests against any plan Kyiv finds unsuitable, so that their priority does not switch to internal issues. And although their task will now be considerably more difficult after current events, it remains highly unlikely that this will alter their fundamental strategy.

These conflicting dynamics are driving the talks.

Assessment and Future

It took a mere seven days to kill the suggested clauses of the most recent proposal. Aggressive and erratic handling of the matter by American leadership, resistance by Ukraine and the remaining European nations, along with soothing efforts of diplomats, and finally, latest revelations, all served their function.

While new initiatives based on previous concepts are approaching, Kyiv, London and other allied nations should arrive at a critical understanding: Ukraine and Europe will only be able to fend off negotiation assaults from Washington that are rooted in Kremlin requirements and demonstrate certain reluctance to alter the situation, if they maintain solidarity and improve their protective measures at a considerably quicker tempo. If they do, no combination of diplomatic or military actions will be able to overcome them. In the meantime, Ukraine's capacity to counter nocturnal attacks will, for the predictable period, mainly require ongoing international assistance.
